There are a number of restrictions limiting who can vote in elections, the main ones being with respect to age and residence or nationality (citizenship).

Restrictions on the right to vote are permissible under international human rights law, provided that they are prescribed by law, pursue a legitimate aim, and are not arbitrary or disproportionate. This means that only exceptions that can be justified as being strictly necessary are accepted as legitimate limitations on a person’s right to vote.
