State-paid health care services

State-paid health care services are not always absolutely free of charge. Although most of the health care procedures are reimbursed by the Health Insurance Fund, the patient will also have to cover some of the expenses and fees themselves. The percentage covered by the Health Insurance Fund is determined by the Regulation of Health Care Services.

In Estonia, the Health Insurance coverage will finance the health care service:

1. in full

2. partially - depending on the particular service or pharmaceutical, the deductible can be up to 50%

The patients also need to pay certain fees, such as:

  • family doctor home visit fee
  • specialised doctor visit fee
  • in-patient fee in hospital
  • in-patient fee in nursing care

No visit fee may be collected from:

  • pregnant women whose pregnancy has been determined by a doctor
  • insured persons under 2 years of age
  • individuals who will receive stationary health care services immediately after ambulatory health care service
